Remove nixfmt-rfc166

This is due to either an issue, or a design decision with bad error
message, with the code behind `writeBashBin`. You can read about it
here:
https://github.com/NixOS/nixpkgs/issues/286403

Note: `with pkgs` is not used due to scope issues, specifically with
`nixfmt-rfc166`

On some haskellPackages, haskellPackages.cabal-fmt has both a `bin` and
`out` output. Without using `getBin`, the `out` output is used, which
does not contain the binary.

Add `set -e` to writePorcelainOrDieBin
